posetcay: Liberty count here is wrong, it is counting 1 less for B2 group. After white captures at T17, black can cut at S18 to gain a liberty, problem doesn't include that liberty I believe.

But it should be unsettled, since Black has also 15 liberties.
The moves white has to make in order to kill black are:
C19, G19, L19, Q19, T17, T15, T12, T8, T2, R1, P1, K1, J5, G8, A1.
So 15 moves, all of which necessary, gives 15 liberties.
